The First Steps for a Better Bengaluru
In own experience, Bengaluru has always had actively engaged citizens. This was clear in my conversations last week with resident groups in Koramangala. One of these conversations happened in a beautiful park that the residents had fought hard to save. The people at the meeting expressed deep concerns about the challenges that our city faces. One of the questions that came up was about the initiative that I have launched, #IdeasForBengaluru. We have had close to a thousand ideas coming in, in just the first few days. One of the residents asked me why in the past, we haven t been able to see good ideas become reality, despite the fact that Bengaluru has a diverse, talented community. One reason for this, I believe, is that we have to focus more strongly on implementation. The right changes in how we implement things, even small changes, can make a big difference. For example, at the Bengaluru Agenda Task Force, we worked with the BMP to introduce a Fund Based Accounting System. This helped bring transparency to BMP s accounts, and helped manage their money more effectively. It has saved the BMP several crores over the years - it was a simple intervention, but very effective. There are many such interventions that the city needs, at the implementation level. The second aspect is getting multiple stakeholders to work together, to a common goal. This is something I faced with the Aadhaar program. We had to bring many different groups together to make the program successful - different ministries, government departments, state governments, banks, the private sector. You cannot skip this step. I think an elected representative must embrace this complexity; this need to bring many people together for city projects to succeed. For instance, if we want to have a commuter rail system for Bengaluru, we must work with the central railway ministry and the state government to set up a separate company to execute it. Then we have to bring national and international funding agencies to invest in the rail project. And at the same time, we have to garner local support, from MLAs and corporators across all parties. If as a community, we are able to engage, and acknowledge these challenges of our city, then the first step towards solutions has already been taken. If we can come together for a common goal, the challenges are no longer unsolvable.
